Medical Aid for Palestinians (MAP) works for the health and dignity of Palestinians living under occupation and as refugees. MAP is the leading UK charity delivering health and medical care to those worst affected by conflict, occupation, and displacement, in the Gaza Strip.
MAP is currently experiencing a period of rapid growth, which is partly in response to the ongoing crisis in the occupied Palestinian territory. This role is being created to provide additional management and leadership support during this crucial time. You will work closely with and deputize the Director of Gaza while they are based in Egypt and preparing for the expansion of MAP's operations and programs.
Duties and key responsibilities
Senior Management
- Supporting the Gaza Director with scaling up MAP’s humanitarian and emergency response programming over the next six months.
- This may include but is not limited to:
- Supporting the Gaza team with operational challenges and troubleshooting as issues arise
- Deputise for the director with risk and security management
- Supporting on the Gaza programme strategy and design including the rapid scale-up of operations on the ground when the context allows.
- Working with the Gaza team to work effectively with new and potential INGO and local partners to bring this support on board in a way that is manageable and sustainable for MAP.
- Liaise with the UK Programmes team about technical advice and institutional fundraising
- Support the programme and operations team in the Gaza Strip in supporting current programming, developing new areas of direct programming, with the assistance of technical support from MAP colleagues and partners.
Leadership
- Deputising for the Gaza Director as needed in providing support and direction to Gaza staff.
- Identifying any training needs and capacity gaps in the Gaza team and liaising with MAP colleagues to address these
- Supporting the Gaza Director with reviewing and updating security plans, risk assessment and ensuring adherence by MAP staff, volunteers and visitors.
- Develop and deliver/put in place tailored wellbeing support for all Gaza staff.
- Programmes
- Supporting the Gaza Director with scaling up MAP’s humanitarian and emergency response programming.
This may include but is not limited to:
- Supporting/ leading on elements of programme strategy and design including the rapid scale-up of ops on the ground.
- Working with new and potential local and INGO partners to explore collaboration and potential support in a way which is manageable and sustainable for MAP.
- Support to program teams on the ground in developing new areas of direct programming, with the assistance of technical support from MAP colleagues, and local and INGO partners.
- Providing support as needed with program management processes such as due diligence, gender equality, local partner portfolios, MEAL, safeguarding, etc.

- Carry out other associated duties as may arise, develop, or be assigned in line with the broad remit of the position.

PERSON SPECIFICATION
Experience
- Relevant, recent, and substantial professional experience in the successful management of projects, budgets, resources, and staff, preferably in a conflict, complex health-related context, including experience at a senior management level
- At least five years’ experience at the senior management level in a humanitarian context
- Experience of living in the oPt or the Middle East is essential
- Experience in program management, design, risk assessment, and security management
- Experience working in the voluntary sector or INGOs and in supporting the development of local organizations.
Skills and abilities
- Senior management skills to undertake a complex management role in an international organization
- Excellent staff management, communication and interpersonal skills
- Ability to manage and support complex projects and a multidisciplinary project team, often requiring a high degree of independent judgment and negotiating skills.
- Fluent spoken and written Arabic
- Clear written /verbal communication skills in both English and
- Strong decision-making skills and ability to translate programmatic priorities into operational delivery
- Fluent written and spoken English
- Excellent IT skills, including experience of using Microsoft Office software
Knowledge
- Keen understanding of the political context and development and humanitarian issues in Palestine
- Understanding of security protocols in conflict and insecure environments
- Understanding of protection, safeguarding and well-being approaches with staff and communities
Personal attributes and other requirements

- Prepared and able to travel occasionally to other MAP offices.
- Driving license and ability to travel in Palestine, Israel, and internationally
